Liverpool Metropolitan District (the District) is a quasi-municipal organization set up by the original developers of the Greenfield subdivision to fund construction and ongoing maintenance of public infrastructure. The formation of the district is authorized under Title 32 of the Colorado Revised Statutes and created by a popular election with approval by Arapahoe County. The vast majority of funding for the district is via property taxes. The current rate is 23.00 mills (10.00 for operations and maintenance, 13.00 for debt service.) These amounts are shown on your Property Tax Statement from Arapahoe County Office of the Assessor. The District is governed by an elected five-member Board of Directors. All of the board members are residents of the community. The District is responsible for the landscaping along major roads within the District (the south side of Smoky Hill Road, the west side of Liverpool Street, the north side of Arapahoe Road, and Fair Avenue), the Piney Creek Open Space, and the pond just west of the Swim Club. The District also cooperates with the Greenfield Homeowners Association on projects that serve the community. Rather than hire employees directly, the District contracts with vendors to provide the various services required for annual or seasonal operations. These include:
